BRISTOL – Attorney Michael Rose released the redacted version of the latest Sexual Harassment claim against Mayor Ken Cockayne to the City of Bristol. Bristol Beat Radio obtained a copy from the City Clerk’s office earlier this morning. The full report and exhibits are made available here or you can request a copy for the City of Bristol’s City Clerk’s Office. The Rose Report which has been dubbed The Rose Report 2.0 consists of 21 pages of the investigation and it’s findings along with 233 pages of Exhibits as evidence of the report’s findings.
Last year, Mayor Cockayne was unanimously censured by the City Council when the first Rose Report found evidence that Mayor Cockayne threatened City employees Noelle Bates and Corporation Counsel Attorney Richard Lacey. There is a pending civil lawsuit that is now in the hands of the Federal Courts. The complaint against Mayor Cockayne along with his sister Cindy Cockayne LaMarre, appointed Corporation Counsel Attorney Ed Kraweicki, and City of Bristol’s Personnel Director, Diane Ferguson.
The Conclusion of the report, Attorney Rose found that, “that Mayor Cockayne has violated City Policy as to the concerns raised by Zils Gagne and possibly violated the First Amendment rights of Steve Gagne. He retaliated against Gagne by showing compromising photographs, in retaliation for Gagne’s editorial decisions and seeking the Council’s assistance in obtaining broadcast access. Options for the Council can be discussed in executive session if requested.”
This lead Mayor Cockayne to be unanimously censured for a second time, in just over a year, on three counts by the City Council on Monday, October 16, 2017. City Councilor Jodi Zils Gagne had to recuse herself because she was the subject as Mayor Cockayne’s victim in the report. In a Bristol Press article dated October 17, 2017, The Republican Town Committee “chairman, Jeff Caggiano, “was asked if the party was still endorsing Cockayne, he did not comment. Though, he said he will when the redacted report is released, which City Council voted to be this Thursday.”
